    Responsible for plant design engineering, licensing, technical support, training and information management and now responsible for Sanmen unit 1&2 design engineering, system engineering, program engineering, health physics, emergency preparedness and licensing.
     

    QI Tunfeng

    As the main leader of operation management of Qinshan Phass II- the first localized commercial nuclear power plant in the mainland of China designed, constructed and operated by china’s own strength, overcame much difficulties in design, equipment, personnel, and experience, i finally solved many nuclear power problem, which made great contribution for the better operation achievements.
    From 2006 to 2010, I organized the relevant experts, the institutes and design companies from domestic and abroad to make scientific research, safety review and site repair work for the thermal crack problem of nuclear auxiliary pipe in Unit 1of Qinshan Phass II NPP, avoiding the occurrence of nuclear safety and long-term outage risk.
    I also organized to develop and implement the computer aided decision system for the nuclear power emergency response. In Dec. 2009, the commissioning work was finished and t was put into trial operation. It is the first system that has the function of actual emergency and comprehensive exercises, effectively improve the emergency response and management in the condition of nuclear accident.
    Besides, I organized to develop the technical guidelines for nuclear physical testing supervision of Qinshan Phass II NPP, which was approved by the National Nuclear safety Administration in Dec.2009. it was the first specification of nuclear power plant reactor physical testing supervision that take effect in China. I also take in charge of the strategy research and the implementation of advanced fuel management and take the position of deputy commander for the project of CNNC "PWR fuel element design and manufacturing technology", responsible for the project overall coordination of domestic N36 zirconium alloy fuel rods into the reactor irradiation test.
    Since Jan. 2014, I was appointed as the Deputy General Manager, CNNC Liaoning Nuclear Power Company.

    Worked in Qinshan NPP, as RO, SRO and Main control room shift supervisor and manager.

    Participated in the commissioning work of Chashma NPP in Pakistan. Mainly responsible for operation during start-up.

    Returned to Qinshan NPP. Mainly responsible for nuclear operation safety supervision and license management.

    Work in Shandong Nuclear Power Company. Mainly responsible for operation preparation, operator training, emergency response readiness, as well as operation technical documents preparation and commissioning documents review.

    President Canadian Nuclear Partners (CNP) 

    Canadian Nuclear Partners is a wholly owned subsidiary of Ontario Power Generation (OPG). Its mandate is to leverage the skills and capabilities of OPG both domestically and internationally. Significant growth in commercial work over two years, driven primarily from: commercial services to New Brunswick Power and Bruce Power in management and reactor maintenance services. International work includes a partnership agreement with Westinghouse in licensing OPG intellectual property, promoting the Advanced Biomass fossil plant conversions, and Dam Safety technical support. Nuclear development and technical services to Qinshan through partnerships with recognized service providers. Trade missions to China, South Korea, and India led to collaboration agreements and provide great potential for Canadian Nuclear Companies and their supply chains going forward.

    March 2011 to November 2013

    Executive Vice President CNP and Deputy Chief Nuclear Officer OPG 

    Carried out market assessment for potential services based on OPG competence and analyzed revenue potential both domestically and internationally. Established the operating model and governance structure for CNP.  Negotiated long-term contract with New Brunswick Power (NB Power) for the start up and running of the Point Lepreau Power Plant. This agreement launched CNP and provided a platform for further expansion both domestically and internationally. Chaired of the Canadian Nuclear Executive Forum, the group representing the chief nuclear executives in Canada interfacing with the Federal Safety regulator, on behalf of the industry, the Canadian Nuclear Regulatory Commission (CNSC). The industry made significant progress and was recognized for dealing with numerous long -standing safety issues allowing both utilities and the regulator to focus on fewer, better-defined issues. 

    November 2009 to March 2011

    Chief Nuclear Operating Officer OPG                                                                            
     

    Responsible for the operation and maintenance of OPG’s Nuclear Fleet including both Darlington, Pickering, and the Waste Management Facility at the Bruce Nuclear Power Development Site.  Over this time period, OPG achieved excellence rating at Darlington and significant improvements and recognition for the Pickering Nuclear Power Plant. The Waste Organization achieved best ever safety performance, improved its work standards and achieved the 1st ever 10-year license from the Federal Regulator.

    May 2008 to November 2009

    Senior Vice President Nuclear Programs and Training                                   

    Responsible for the key support functions for the Nuclear Fleet, including training, security, and the regulatory interface. Chief interface between OPG and the community, as well as for the major industry groups, such as the World Association of Nuclear Operators (WANO). This period was highlighted by the development of OPG’s own Nuclear Security workforce, taking over command responsibility for safe guarding the Nuclear Sites from the Durham Regional Police, who had been contracted to do this work since 9/11.  In this time period, OPG also was required to defend its costs and rate proposals before the Ontario Energy Board (OEB).  Represented Nuclear as the principal witness on nuclear operation.  Company champion for the development of top down business planning and the introduction of industry benchmark comparators to drive fleet performance improvement.

    September 2006 to May 2008

    Site Vice President Pickering                                                                    

    Responsible for the operation and maintenance of a 6 unit Nuclear Site with over 3,000 staff.  Achievement of significant improvement of site operating performance and safety outcomes Led key decisions on refurbishment of fleet assets requiring regulatory approvals. Accountable for the completion of comprehensive condition assessment of the plant as part of relicensing.  Achieved improved community relations through personal investment that persist today. Plant relicensing and external assessments of plant safety were other highlights over this time period.

    Beginning as a trainee engineer, I worked my way through roles of increasing responsibility in Ontario Hydro/OPG. I was licensed as a shift manager on the Pickering A reactors, became the site’s first Maintenance Manager, took over the training function for Ontario Hydro as the first Training Vice President, developed and managed the oversight function for Nuclear, and the initial structured efforts in Human Reliability.  Overall, these roles were ground breaking for the company and my assignments involved defining standards, benchmarking the best in our industry, and developing the indicators that would help drive the function to predictable and industry leading performance. In particular my work in training stands out as the evolution of performance based training programs have allowed OPG to be recognized for its quality training and its facilities rating amongst the best in the business. The work in Human Reliability led to a 100 fold reduction in consequential events and allowed OPG to reap the benefits of its capital investment in equipment reliability to industry leading low forced loss rates.
